ImageStyleDownloadController incorrectly checking for image/webp instead of image/avif

Have opened up an MR with existing test coverage from 📌 Test coverage Needs review . Added a commit with a failing test, and a follow up commit with the patch from #2.

I don't know why the title changed.

Now that 📌 Add 'Host Routes' and 'DNS name servers' fields in OpenStack Subnet detail view Fixed is in I've merged 1.0.x in to the MR so the diff is much closer to #2 now. Updated test coverage should fail without this change. This is ready to go now.
