It makes no sense adding a remove button to a select_or_other_reference widget https://www.drupal.org/project/select_or_other → as it's the same as checkboxes.
Add an entity reference field that uses a taxonomy, check the '' checkbox and then use the select or other widget. This will show a widget.
Add select_or_other_reference to the $skipWidgets variable.
