Disable advagg for admin routes

Problem/Motivation

The advagg (JS/CSS) library is applied to all pages by default.
We are using gutenberg which is causing some issue along with advagg on node edit page

Proposed resolution

Implement a new setting flag to decide whether should we apply advagg to admin routes or not. To maintain the current behaviour, enable advagg in the admin routes by default.
