I was having the same issue. The solution in #8 fixed it for me. Thank you Fernly.
The settings form at /admin/config/system/file_mdm does not save the metadata_cache values correctly.
Try to save the form at /admin/config/system/file_mdm while changing Metadata caching values and see if the changes have persisted after submission.
Update submitForm in ConfigFormBase.
