When the TaxJar returns no tax then no adjustment is created. This can be misleading whether the tax is zero or the tax calculation failed. Moreover it can be confusing for the customer to see no tax at all mentioned.
If TaxJar returns no tax, we could create an adjustment of zero to make it explicit that the tax was calculated and is zero.
