Trying to access array offset on value of type null in popup_message_init()

When using this module with PHP 7.4, two errors arise around not properly checking variables before using them.

When running PHP 7.4, error log entries are generated on every page load.

Patch provided for proper error checking.

This is the error under php8.1
Warning: Trying to access array offset on value of type null in popup_message_init() (line 120 of /home/kidsboost/kidsboostimmunity/web/sites/all/modules/contrib/popup_message/popup_message.module).

I can confirm that manually applying the diff fixed the issue for us.
