Composer.json and drupalci.yml for non-MR branch testing

Replacing build:assessment stage with /var/lib/drupalci/workspace/jenkins-drupal_d7-246420/source/sites/all/modules/scheduler/drupalci.yml

Not sure if the @group is applicable

Seems that the testgroups: 'Scheduler' runs the entire projects tests.
But drupalci.yml changes are respcted in non-mr tests.
