Don't email comments when user does not have permision for the content type

Problem/Motivation

Drupal does not yet have the ability to apply permissions to comments. Permissions can be given to roles for "View comments", that's it.

An example: All forum replies are comments, so if a forum access restriction is applied to the forum to e.g. admins only, Notify still sends out a notification with a link to all the comments under that forum. Users see the email link, but can't access the forum if they try to follow the link.

Proposed resolution

A content type check need to be added so that if the user does not have permission to view the forum (Discussion topic), the comment notifications are not sent.
