Summary widget required not appearing

Problem/Motivation

Required summary field not appearing.

Steps to reproduce

- Create a content type Test
- Add a field type, Text (formatted, long, with summary)
- Check the Require summary checkbox in the settings.
- Create content of type Test
- The required summary field does not appear.
