Clarification on description for "enable full opacity on scroll"

Problem/Motivation

The help text has bad and ambiguous grammar and doesn't actually describe what the setting does, nor when to use or not use it.

Steps to reproduce

Navigate to Appearance -> Settings -> ENABLE FULL CAPACITY ON SCROLL

Observe the help text: When you visit the page the hidden blocks are invisible, they will start to show/animate on scroll down. The default settings is enabled

Proposed resolution

Rewrite the help text in a more descriptive manner.
