Status Report erroneously reporting missing library.

Problem/Motivation

After upgrading to the latest release, which is currently 3.10, I am met with a Status Report error complaining about the library not being present. I am adding lazysizes via Composer using the recommended approach, and the files are confirmed to be present, but the error persists.

This appears to be a regression caused by changes made in #3209616 → , but I'm not yet positive what the cause is. At first glance, it appears that $library_path = $settings->get('libraryPath'); is returning null, so it may have to do with how the module is accessing that configuration, but I'm not positive.
