The modules currently do not implement this feature. All terms (including black listed) are synchronized into Drupal. This issue is missing also from 10+ modules.
When synchronizing a PoolParty project with Drupal, it also brings the draft and black listed terms as published into the Drupal taxonomy.
To reproduce it, just create a Draft Term in PoolParty and you'll find in Drupal after the following sync.
