We were experiencing this error on one of our sites, so I needed to test this fix. I created a MR based on @alina-basarabeanu and @apaderno work and comments.

Applying the patch fixed this issue on our site:
drupal 10.1.7
PHP 8.1.25
drush 11.6.0
views_block_placement_exposed_form_defaults 8.x-1.0-rc4
