Never serve a non-webp file if a webp file is requested

This is the twin of #3179702: Serve a webp file only when requested . In case I request a webp file, if my browser does not support it, I get a non-webp one.

Normally, there is no reason such a browser request a webp file, but if it does, for consistency (and easier debugging, and cache proxy compatibility), a webp file should be served.

I'm working on a pull request.
