The intercept_base them requires drupal/components ^2.4, and Components 8.x-2.0 and later are compatible with Drupal 9.
Note that the upgrade_status module reports that the version of Component Libraries required by intercept_base theme is not compatible with Drupal 9.
Update the version of drupal/components required by the intercept_base theme.
