Problem

Style progress.css is not load for anonymous user, when Claro is set as default theme of the website (not admin theme).

Steps to reproduce

  1. Set Claro as default theme of the website (not admin theme).
  2. Install Webform module.
  3. Enable "Webform Demo: Event Registration System".
  4. Add block "Webform submission limits" to the content section.
  5. Create Demo Event.
  6. Show Demo Event as anonymous user.
  7. Claro progress.css style is not load for anonymous user.

Proposed resolution

Make available Claro progress.css for anomymous user, when Claro is set as default theme of the website.
