Add link to "Block: Exposed form options" form from the "Configure filter criterion" form

Problem/Motivation

Sitebuilder experience improvements.

As for me I had to ask for help to find where to change the button on my exposed fulltext search filter. And found out that
it's in a different area altogether.. and that makes sense.

I recommend an additional helper text to help sitebuilder's locate the settings for the exposed filter configuration to the exposed block settings.

Steps to reproduce

Create a view, add an exposed filter, note that change the filter's submit button is under advanced > exposed form > settings.

Proposed resolution

Add text like this (not this text though, it's draft) and link to exposed filter form block settings
