Olivero font preload does not work when the site has a base path

Problem/Motivation

Font preload does not work when the site is being served under a base path. Example: https://www.example.com/drupal

Steps to reproduce

Just by serving the Drupal site in a different path and then the preload will point to the path /core/themes instead of /drupal/core/themes.

Proposed resolution

Use the base path from the request to construct the font path.
