Drupal 7.78 core database failures.

Problem/Motivation

Since D7 will be unsupported soon, it would be good to button up any bugs in the 7.x-2.x branch. Setting PDO:ATTR_STRINGIFY_FETCHES as a database pdo attribute fixes some of these. The connection object has been changed to allow users to specify pdo parameters in their site configuration file.

Run the core test suite on Appveyor

Proposed resolution

Some of these bugs would cause breaking changes in the way the sqlsrv module currently operates. Need to determine if changes warrant the creation of a 7.x-3.x branch.
