I've started looking at this, one blocker I am running into is that they haven't yet implemented Recurrance Rules in Eluceo/ical 2.0. See this issue:
Eluceo/ical 2.0 is now available. We should upgrade to that https://packagist.org/packages/eluceo/ical.
