Version 8.x-3.0 is marked as Drupal 9 compatible and I am sure it is in itself. However, its composer.json makes it dependent upon the Captcha module version 1.0 which is not Drupal 9 compatible. There is a Captcha version 1.1 that is Drupal 9 compatible.
