Disable Acquia Search view on install

The old patch worked but now refuses to apply due to recent changes in the file. I have moved the code by @kkohlbrenner into a merge request and marked as tested by the community.

I conisdered changing the config file instead, but I think this is a kobiyashi maru scenario.

Instead of this, we can just change the default value in config to have the view disabled.

We're going to move the optional config into a submodule: 📌 Move default search index and view into a "defaults" submodule Fixed . I'll keep this open for now in case anyone wants to use the patch.
