Default Profile Photo fix needs to be integrated into Social Core

Problem/Motivation

There is an existing patch that has an issue attached regarding the Default Profile Picture disappearing after an update.

I cannot find the issue unfortunately, however it has worked for me each and every time I update versions of Open Social and it seems time that the code be made a permanent part of the Open Social core.

I have uploaded what I believe is the latest version of the patch (private-default-image-is-inaccessible-2107455-24.patch) and would respectfully request that it be finalized and the code integrated so that one need not be forced to reapply it each and every time an update is conducted!

Note: When clicked in a teaser on an activity stream, it will take the user to the login (or register) page.

Steps to reproduce

Update from one version of Open Social to another
Observe that the Default Profile Image is not present when logged out, or when a user has not uploaded their own!
