let's say you have an overview of comments posted on the site. Every comment title contains a link to the comment on the page where it was postet. (e.g. example.com/comment/514#comment-514) By clicking that link you jump to the page, but not to the comment! Depending on the settings in the module Comment Order, you jump to the top or the bottom of the page. (Without that module you jump to the top.)
This thing works correctly in the themes Bartik an Seven (they jump to the tag of the comment on the target page), but not in W3CSS theme. So it must be a bug in the theme.
If you have nodes with much content and many comments, like I have, that ignoring of the comment tag is a real problem.
Since you are also a Drupal developer I'd like to ask for another thing which is not part of this bug report. It just fits on this subject.
On the node teaser view you see the number of comments in the link section. The link is "/noder-url#comments". Clicking that link you jump to the node but not to the comments. The reason is that there is no tag "#comments" in the html document. That is independent of the theme, It's a bug in Drupal core.
I ask you because maybe you can give me a hint for a quick solution. I'd like to go live with my Drupal 9 site soon.
