Make the config translatable

Problem/Motivation

The header and placeholder texts should be translatable.

Steps to reproduce

1. Enable config translation
2. Browse to /admin/structure/block/manage/mailjetsignup/translate/en/add, for example.
3. See that only the block description is translatable.

Proposed resolution

The module should provide a config schema in order to make the strings translatable.
