The module provides a permission called "Cloudflare Purge", however currently it seems redundant as in `cloudflare_purge.routing.yml` the permissions for the form and controller are both set to `administer site configuration`, which isn't specific to using Cloudflare Purge. This seems like a bug as I'm not sure why it would be intended.
Grant "Cloudflare Purge" permission to a role, users with that role will not be able to use cloudflare purge.
Change the permissions from `administer site configuration` to `Cloudflare Purge`.
