Add support for block plugin decorator

Problem/Motivation

Site broken if we want to decorate block plugin.

TypeError: Argument 5 passed to Drupal\views\Plugin\views\display\Block::__construct() must implement interface Drupal\Core\Block\BlockManagerInterface, instance of Drupal\plugindecorator\PluginManagerDecorator given, called in /var/www/mhi/docroot/core/modules/views/src/Plugin/views/display/Block.php on line 92 in Drupal\views\Plugin\views\display\Block->__construct() (line 76 of core/modules/views/src/Plugin/views/display/Block.php).
