Sanitize PII on drush sql:sanitize

Describe your bug or feature request.

I was wondering if there was interest in getting some simple drush sql:sanitize integration (I'm a bit surprised I didn't find an existing issue about this, hope I haven't missed anything!).

Currently the patch

Truncates the commerce_log and commerce_payment_method entity tables.
Sets order IP and email addresses to a fixed value.

Remaining tasks

Sanitize all instances of the commerce_tax_number field type, unless explicitly allowed in the allowlist option.

The remaining task

can be moved to the new issue for the commerce_sql_sanitize
