I'm going to go out on a limb and say this might be outdated for 8.x-3.x-dev. Testing is working in 4.0.x-dev, and the support range with core versions that are still receiving security support overlap 100% ( >= 9.3 && < 10 ). We can't guarantee that Drupal 8 works anymore because the Drupal Association doesn't allow testing on outdated core versions, so we might not really be able to "fix" this for 8.x-3.x-dev.
There aren't any blockers for folks upgrading to 4.0.x, so I think we can close this out? If anyone contests, please feel free to re-open :)
