As far as I can tell, the tabs to navigate the BeautyTips admin screens as well as buttons to add new Custom Styles and Custom Tips, and submenu navigation have not been implemented in D8.
Navigate to config->user-interface->BeautyTips and you'll see there is no intuitive way to get to the Custom Styles nor Custom Tips screens.
Add in the necessary files to implement BeautyTips admin navigation.
