I tested and reviewed patch #2 and it works correctly.
Currently, excepting the schedule, all actions for this module are controlles by the permission 'administer site configuration'. This permission is too generic, and I'd like to have a permission for creating and editing conditions, actions, etc... without having to give to my users the much global 'administer site configuration' permission.
Add new permissions for managing the rules, conditions, actions, so there is more granularity when giving access.
