I have a block in a Global Block area, and it works fine.
I wanted to add a different block from the same view as the current block is from.
Created a new block but it does not appear in the dropdown menu. (cleared caches, drush cr etc.)
Then created a new view, but also the blocks in the new view ( or the new view at all) does not appear in the block -drop down menu.
So what I have in the block drop down menu, are some views, but not all of them and not all the blocks.
Is there some limitations which blocks can be added to global block area?

Hey, @jukka792, I've tried to reproduce your issue by:
- creating a view page with a contextual filter;
- creating a block with a different contextual filter in the same view;
- adding this block as the view block area in a header.
Ultimately, I've got both a view and a block working as designed.
Feel free to reopen the issue and introduce steps to reproduce it, if it still appears.
