When a redirect is created and an Alias URL of an existing content on the site is entered in the "From" field, the redirection is not performed.
1. Create a content and put as URL Alias: /page-redirect
2. Create a redirect where you enter in the fields:
From field: /page-redirect
Field to: front
Redirect status field: 301 Moved Permanently
3. Visit as an anonymous user the URL /page-redirect , and check that the redirection is not performed.

Also confirming on my end that patch in comment #24 works in drupal 9.5..3
I confirmed existing_url_alias_issue-3181995-24.patch (comment #24) works fine for me.
