Ensure the script is loaded first

Problem/Motivation

The cookiepro script needs to be loaded before other scripts, because it needs to be able to stop them from loading or creating cookies.

Proposed resolution

Make sure the script is added at the beginning of the scripts variable in cookiepro_process_html().
