My IP blocked on drupal.org

Problem/Motivation

My IP 95.216.91.121 blocked on drupal.org side once i want to install requirements via composer. We are using this IP as loadbalancer/proxy

Steps to reproduce

Once i run composer install i'm observing installation process and then asked me to insert username and password like following:

- Installing drupal/views_data_export (1.0.0): Loading from cache
- Installing drupal/views_field_formatter (1.0): Cloning 8.x-1.x from cache
- Installing drupal/webform (6.0.0-alpha18): Loading from cache
- Applying patches for drupal/webform
https://www.drupal.org/files/issues/2020-09-30/3173864-11.patch → (Call to a member function toString() on null / tippyjs/6.x)
Authentication required (www.drupal.org):

Once i tested connection - i see 403 Varnish:

Please re-check my IP 95.216.91.121 or provide me instruction what i should do since i didn't find whitelist system on Drupal side

    Our server with IP 92.63.163.115 hosts several Drupal websites and they all fail accessing https://updates.drupal.org/ causing cronjobs to hang. Please remove our server with IP 92.63.163.115 from the blocklist. Thanks!

    Closing this issue since the original reporter did not follow up. rc-netforce - feel free to respond if this is still an issue

    elanghout - please open a separate issue. Being blocked for updates.drupal.org is very uncommon, and I see no indication that IP has been blocked anywhere. It sounds like the requests are hanging. In the new issue include details like:

    • What does updates.drupal.org DNS resolve to for you?
    • Are you using any proxies or anything else special in networking?
    • Can you reproduce the issue with curl -v https://updates.drupal.org/release-history/drupal/current? What is the output of that?
