Another issue I've found is that setThirdPartySetting() cannot be used to store the last cron execution time. Because that setting is stored in webform configuration and then you'll found that the active configuration is not in sync with the staged one.
You should use the state API for that. You can see an example in https://api.drupal.org/api/drupal/core%21core.api.php/function/hook_cron...
BTW, if you need help I've made some changes to the BulkEmailWebformHandler class I can share with you. Even I can contribute with the project if you give me access to the repository :)
