This is a great module that solves a problem I was having with cropping small images. I needed this for Backdrop CMS though, so ported it over: https://github.com/backdrop-contrib/image_max_size_crop
If the Drupal maintainer would also like to maintain the Backdrop version, let me know and I'll give you access to the GitHub repo. Otherwise I'm happy to maintain the Backdrop version myself.
