Currently the only way to merge a specific term from the GUI is to go to a separate page and then select that term from a small field that contains all terms of a vocabulary in an unordered manner and without any additional identifiable information (such as for example the term ID).
If two terms have the same label, then the user can only guess whether they got one with the right term ID.
According to the documentation there should be a path like taxonomy/term/[term-id]/merge for a specific term ID, but that path doesn't exist. I'm not sure whether that is a bug, or whether the documentation is outdated.
Provide a link in the dropdown for each taxonomy term on /admin/structure/taxonomy/manage/[vocabulary]/overview to select a term for merging.
This would greatly improve the usability.
