Roles - Permissions Problem

Problem/Motivation

There is not validating the correct role-user permissions at front level. The anonymus have the possibility to see the flush caches option even after specify in the roles permissions that only the admin can use the clear cache functionality. When an user without the clear specified permission uses the option, Drupal returns the corresponding forbidden message .

Steps to reproduce

Activate the module, change the permissions, clear cache, get in the site as anonymus user. all the clear cache operation buttons appears in tabs and in the contextual links operations menu.
