When the user selects an item he was redirected to the wrong page :
"https://www.mydomain.tld/https://www.otherdomain.tld/"
Instead of :
"https://www.otherdomain.tld/"
https://www.mydomain.tld is where the Views Jump Menu is installed.
Install and enable Views Jump Menu
Update to Drupal 8.9.6
Create a content type with a link field
Create a view from content of type Jump Menu
Add a title field (from the content), hide this field
Add the link field, previously created on the content type
Filter by the good content type
Select an item in the select from the preview.
