How are you hoping to configure the image styles without the field enhancer? Honest question, it's been quite a while since I used the module.
You don't need extras, the configuration is on the consumer and then they are applied in

The tests use JSONapi extras, but the actual functionally does not, as stated in comment #12. Committed to 4.x!
