Include "also available" project versions in the GUI to install available updates

Problem/Motivation

I have a D8.9.3 site. As part of a planned migration to D9, I want to update modules to D8/D9 compatible versions as they become available. Some D8 only modules are listed as "Up to date" but list a D8/D9 version as "Also Available" under the Available Updates "List" tab, however they are not listed under the "Update" tab.

If I attempt to install the new version over top, via Extend / Install New Module, I get an error that the module is already installed. If I try to uninstall the D8 only version first, I get a warning that all data will be lost.

How can I upgrade these modules without losing all data?

PS: Composer is not an option -- not available on my shared hosting plan.

Steps to reproduce

Some examples of up-to-date modules and available D8/9 updates (as of this date):

Backup and Migrate 8.x-4.1 (also available: 5.0.0-rc1 (2020-Jun-12)

Honeypot 8.x-1.30 (also available 2.0.1 (2020-Aug-19)

IMCE 8.x-1.8 (also available 8.x-2.2 (2020-Apr-12)

Search 404 8.x-1.0 (also available 2.0.0 (2020-Jun-03)

Sitemap 8.x-1.5 (also available 8.x-2.0-beta1 (2020-Jun-08)
