Rules evaluation log - fix urls

I use rename_admin_paths to rename admin to something else.

All the [edit] links in a debug rule log are broken and are like;

https://example.org/config/workflow/rules/reactions/edit/rules_rule/edit...

which gives a "The requested page could not be found." without a breadcrumb. If I try

https://example.org/somethingelse/config/workflow/rules/reactions/edit/r...

I get the same message but with a deeper Rules breadcrumb.
