Disable settings and email registrants tabs via permission

Committed to dev branch and will be in the next release. To provide access to manage registrations and not settings or registrant email, assign only the new "Manage registrations" permission for the appropriate registration type to the desired role. Unlike the administrative permissions, this permission does not include the ability to edit settings and send email - those capabilities are now assigned via their own manage permissions "Manage registration settings" and "Manage sending registrant email".
