Needs a re-roll for 4.0.x. Should be put into an MR now so the automated tests can check it.

Could we add getVotedEntityBundle()? I'm adding custom cache tags in Rate module and part of it is the bundle of the VotedEntity. Place where to clear the caches does not have data on the voted bundle.
