Right now, the transition manager has hard-coded logic which determines which workflow state to transition to. This works well enough but it's not always flexible. I don't see a lot of harm in switching to an event-based architecture which would ask modules what state to transition to. This will allow us to support more use exotic use cases, as needed, without needing to make internal changes.
