This is the plan to port custom filter to Drupal 9.
There is a new branch, 8.x-2.0, this branch will require Drupal 8.8 and PHP 7.3, it will support Drupal 8 and 9 until we need a new branch for 9.
We have some work on this two issues, so need to review the changes and commit/create a new patch with it:
