Dialog box unfocused when opened in another dialog box.

The Issue I am facing here is that I have a paragraph type which opens up the CKEditor in a dialog box and there we have an open of adding the footnotes which is another dialog box.
So, Whenever we are about to add the footnotes the focus changes to Ckeditor's title box instead of footnotes text textfield.

Steps to replicate:
1. Add the footnotes button in ckeditor, either on basic or full html.
2. Create a paragraph with with a field of formatted textarea like basic html or full html.
3. Reference the paragraph type in any content type.
4. Try to add content in paragraphs which opens up the paragraph type which consist of the ckeditor text area.
5. In that dialog box of ckeditor try to add the footnotes which is another dialog box.

There the focus will change to background title box instead of footnotes textfield.
