removing a REST resource plugins leaves an associated rest_resource_config entity behind

I had a custom REST resource plugin, and created a rest_resource_config entity to go with it (using the restui contrib module).

I then disabled the config entity, deleted the plugin class, did a 'drush cr'. The config entity was still there when I exported site config.
