The issue 3116449 is giving me an access denied error, also for me, so what we should do here?
Commerce currently does not seem to take the verify_mail setting into account.
As already mentioned by the 2nd remark on
#2857157-7: Implement registration after guest checkout →
and a couple more times in that same issue about registering after checkout completion.
But the same counts for registering at the beginning of the checkout process.
I tested with required email verification (for user registration), and when registering at the "Login or continue as guest" checkout pane I noticed:
