Respect Drupal's user email verification setting

Commerce currently does not seem to take the verify_mail setting into account.

As already mentioned by the 2nd remark on #2857157-7: Implement registration after guest checkout β†’ and a couple more times in that same issue about registering after checkout completion.
But the same counts for registering at the beginning of the checkout process.

I tested with required email verification (for user registration), and when registering at the "Login or continue as guest" checkout pane I noticed:

  • a password can be set - while at the Drupal default user registration form /user/register that isn't case
  • if I do set a password, then that password doesn't work for login
  • also: I was not required to click a verification link from a mail message
  • and the email address I registered with wasn't saved in the 'init' column of the users_field_data table
